Pipeline construction has started in West Goshen. When complete, it'll deliver safe drinking water. The small community hasn't been able to drink from the tap since August of 2012. The water has unsafe levels of nitrates in it and people can't even cook with it. The pipeline will connect to a clean water source a little over a mile away, operated by California Water Service. Construction crews expect to have the job done within 4 to 6 weeks. After that, distribution lines will be revamped and meters will be installed on every property.
