The Visalia City Council will consider changing it's panhandling ordinance.
The city wants to prohibit panhandling, better known as people begging for food or money, in public and retail parking lots during daytime hours. Currently, approaching people directly in lots to ask for money or donations isn't allowed after dark.
The city staff says they've received complaints about panhandling during the day.
