A new report is examining the process of shipping prisoners across state lines to private prisons. It was conducted by a group called Grassroots Leadership.

Part of the state's plan to reduce the prison population calls for the transfer of more prisoners out of state. But, for now corrections officials said the Federal court has forbidden new contracts to house inmates out of state.
