Witnesses tell CBS47 a man armed with a knife stole a woman's cell phone and tried to hide on the roof of the library.
The man reportedly stole the woman's phone at a nearby Starbucks and took off running.
The library was evacuated and the Fresno County Sheriff's Department assisted in the search.
One witness said a Fresno police officer confronted the man who pulled a knife and heard the officer say, "Don't do it man because I'll shoot you."
The suspect was taken away in an ambulance complaining of a dog bite.
