“When they said it was an African American and he'd recently been released from prison I knew it was him because he just got out of prison,” said Shirley Shanklin, who lives two doors down from Jones’ apartment.
Neighbors say Jones was quiet and kept to himself.
And found ammunition for the Derringer used in the shooting and for a .38 caliber gun.
Court records show Jones first conviction was in 1988 for carrying a concealed weapon.
His first felony strike was armed robbery.
His second: auto theft and driving under the influence with great bodily injury.
He was discharged from parole in May 2012.
“He went up to his review and was discharged because he had no violations,” said Luis Patino with the California Department of Corrections and Rehabilitation.
CBS47 has obtained a copy of Jones' parole discharge report.
Agents recommended the Department of Corrections “Retain him on parole.”
They felt he would "pose a danger to the community.”
But the Board of Parole Hearings discharged him from parole. No more supervision.
If Jones would have stayed on parole, he would have had mandatory drug testing and counseling. The decision to end his parole came at a time when there was a mass discharge of parolees as a result of prison realignment.
