Seeking justice for those who cannot speak for themselves; that's the goal many shared with the Madera City Council Wednesday night.
A group called Justice for Clover hopes to bring greater awareness to the growing issue of animal abuse.
Clover was a dog that died after allegedly being abuse by it's owner.
Kay Rhoads with Justice for Clover said, "We're very angry that in the past none of these animal abuse cases have been prosecuted, at least not that we're aware of, because it's never been publicized, and because it's not publicized people continue to abuse animals because there are no consequences."
Madera police say the most they can do is gather all the evidence and then pass it along to the district attorney's office, which then decides whether to prosecute.
