One of the busiest streets in Visalia is beginning to flourish. The city says Mooney Boulevard is bouncing back and it's a sign of economic recovery. On the north end, Black Bear Diner is now open. The owner took over the building after the Carrows Restaurant left. He says it's a prime location at the heart of Mooney, across from the community college. On the South end, there's new construction in several shopping centers. Businesses under construction include: Wet Seal, El Pollo Loco, a nail salon and a couple furniture stores. The mayor says the economy is turning around and big businesses are starting to notice.
