Senator Diane Feinstein accused the CIA of violating federal law on Tuesday.
Feinstein is the head of the Senate Intelligence Committee.
She detailed publicly for the first time how the agency secretly removed documents from computers used by her panel to investigate controversial interrogation programs.
She hopes the revelations lead to better cooperation and oversight.
"How congress and how this will be resolved will show whether the intelligence committee can be effective in monitoring and investigating out nation's intelligence activities, or whether our work can be thwarted by those we oversee," said Feinstein.
Senator Feinstein wants an apology from the CIA.
The director disputes her accusations and says he won't resign unless asked by the President.
