A repeat offender is back in the Fresno County jail accused of stealing. Again.
Police have arrested 29 year old Ramon Zaragoza's 42 times in one year. Officers caught him near Jackson and Grant in southeast Fresno Thursday morning.
He's also accused of stealing 30-cell phones from a store in September.
