The new rules are for fracking. Fracking is an oil drilling technique that uses a mix of chemicals and water to extract oil and natural gas from underground rock.

Dan Jacobson with Environment California, said " It's a step in the right direction, but we don't think those regulations go far enough. We think that fracking is inherently a dirty and dangerous business."
