The Identity of a drowning victim found in the San Joaquin River has not yet released this morning. He went under at Skaggs bridge, north of Kerman, yesterday afternoon. The 19-year-old was underway for about 10-minutes. A deputy started CPR after his friends pulled him from the water. But he died at the hospital.
