The long process of deciding which firm will build the first stretch of California's high-speed rail project has been decided.

Tutor Perini Corp. out of Sylmar submitted the lowest of the five bids. It's the only bid to come in under $1 billion.

The first segment will connect Fresno and Madera.

The rail authority agreed on a $985 million deal to build it.

Construction could begin within weeks.

The rail authority says it will take about a month for the contract to be signed because the construction group has to work out the agreement.
