The potentially dangerous situation started playing out Wednesday morning at Clovis and Kings Canyon in Fresno.
Law enforcement had a portion of the strip mall blocked off and surrounded.
A quiet ending once the suspect, Eugene Jackson was wheeled into an ambulance.
"I put my hands up and they let the dog bite me," said Jackson as he was being lifted into the ambulance.
Earlier Wednesday, Fresno Police received a call about a possible armed robbery across the street.
"He asked to borrow the cell phone and I guess. I would have done the same thing and I guess he just took off with her cell phone and her whole school work, everything was in there," said, Brenda Prieb.
Prieb said she was sitting outside of Starbucks and witnessed the whole thing.
"He had a knife on him because he confronted the officer...he said just put the phone down," said Prieb.
The Sheriff's Department said the man took off running across the street and found a way onto the roof of the strip mall.
"He entered into the business into a shared attic access for all these businesses from the library at which time he moved over to Salazar's Grill business. Officers located him inside," said Lieutenant Shawn Erwin with the Fresno Sheriff's Department.
The restaurant was closed at the time, but the Fresno County Public Library located next door was open with customers inside.
"People didn't know what was happening, they didn't know if it was a serious situation or not and they didn't see the enormity of it until they got outside," said Connie Urquhart with Fresno County Public Library.
After about two hours, with the use of canines, officers were able to arrest Jackson.
he was taken to Community Regional Medical Center for bite injuries.
The libarary employees were shuttled to the Central Library to work for the remainder of Wednesday.
