Federico Mejeya is suspected of shooting and killing Savator Garcia on Sunday.
Mejeya's girlfriend, Adriana Jamez, was also arrested for accessory to murder.
Garcia was shot while he was sitting in a car in a convenience story parking lot on S. Plano near Poplar.
Police are searching for a third suspect.
There's still no word on a motive but police say the suspects are believed to have gang ties.
