Governor Jerry Brown gave his Annual State of the State Address on Thursday.

The governor applauded voters for passing Proposition 30 but also warned that the state needs to be thoughtful about spending.

Governor Brown talked about two big projects that affect the Central Valley, a water project and high-speed rail.

The 25-minute speech was positive and energetic and the governor got several standing ovations from the Democratic led legislature.

The big water project he mentioned would create two 30 mile tunnels under the delta and would deliver water around the state, including the Central Valley farmlands.

When talking about high-speed rail, Brown referenced "The Little Engine That Could." He says construction will start this year, with a leg from Madera to Bakersfield.

Overall, the governor tried to rally the troops for the year ahead. "This is my 11th year on the job, but I've never been more excited. Two years ago they were writing our obituary. Well, it didn't happen. California is back, its budget is balanced, and we're on the move. Let's get it done," said Brown.

The governor also spoke about reforming K-12 education, paying down debt and storing up reserves.

Assembly Republican leader Connie Conway, who represents Tulare, had this to say: "From his call to enact a 'live within our means' budget to making education the priority it should be, I see a lot of common-ground between Republicans and the Governor, and opportunities where we can work together with him."
