Visalia Police are working on their first homicide of the year. They got a call early Monday morning about a man who was shot to death in his driveway.
Police arrested Edgar Lugo and he was charged with murder. Police say Lugo had tension with the victim.
"It's terrible, it's awful," said Visalia resident, Matilda Herrera.
"It's kind of crazy, but I think we're in a crazy world right now," said another man living in the city, Blake Groppetti.
Visalians were shocked, but not totally suprised to hear about the murder.
Police found 36-year-old Clifford St. Martin gunned down in front of his home.
"They located a subject down in the driveway with multiple gunshot wounds," said Sergeant Jim Carr with the Visalia Police Department.
Martin was taken to Kaweah Delta District Hospital where he later died.
Police say many shootings in the area are due to gang violence, but this isn't one of them.
"It's not a gang related homicide so it's a little bit of a different crime for us," said Sergeant Carr.
Some residents here say they try to avoid certain areas all together.
"It gets pretty bad in parts. I think but, for the most part I'm kind of away from that environment," said Visalia resident, Alex Serrato.
"I don't really hang out on the north side because it's not, I don't know I wouldn't say it's the safest place," said Gropetti.
Last year, there were a total of five murders. The first murder happened in February.
"Even the nicest town that you think nothing's gonna happen it happens there," said Herrera.
